Federal rules distinguish among governmental school transportation, private-school transportation and transportation performed by contracted for-hire carriers. California School Pupil Activity Bus (SPAB) Transportation
California has a specific regulatory category called a School Pupil Activity Bus (SPAB). Under California law, a SPAB is generally a motor vehicle other than a school bus operated by a qualifying commercial or public carrier under a contractual agreement with a school to transport pupils at or below the 12th-grade level to or from a public or private school activity.
For qualifying California trips, SPAB requirements address the driver, vehicle and carrier. California Highway Patrol administers special driver certification and vehicle inspection requirements associated with SPAB service, with driver licensing requirements also involving the California Department of Motor Vehicles.
- Identify the trip correctly. Tell the carrier that K-12 pupils are traveling to or from a school activity.
- Use appropriately qualified service. SPAB drivers must have the driving privileges, passenger endorsement and applicable California special certification required for the service.
- Confirm vehicle compliance. California administers inspection and certification requirements for vehicles used in SPAB service.
- Check school requirements too. District or institutional policies may add documentation, insurance or approval requirements beyond state rules.
